Tilly Roache Died in Lake Oconee Boating Accident

Tilly Roache, 4, from London, Died After Pontoon Boat Overturned In Lake Oconee Over Fourth of July Weekend

LAKE OCONEE, GEORGIA (July 17, 2025) – A 4-year-old girl identified as Tilly Roache has tragically died in a Lake Oconee, Georgia, boat accident as she and her family were celebrating the Fourth of July.

Putnam County officials are saying that the accident took place as the girl’s family was visiting from London. Tilly Roache was with her family on a pontoon boat.

Two boats from separate directions were speeding by, and the resulting wave knocked the gate of the pontoon boat open. This caused the pontoon boat to nosedive into the water.

Tilly Roache and her family became trapped underneath the boat as it capsized. Despite rescue efforts by good Samaritans, she sustained critical injuries.

She was transported to Children’s Healthcare of Atlanta at Scottish Rite and died at the hospital two days later. Family members are now calling for stricter boating regulations and more law enforcement on Lake Oconee and other Georgia waterways.

A full investigation into the incident remains ongoing.

Liability for Lake Oconee Boat Accidents

Drowning remains one of the leading causes of preventable injury and death for young children. According to the Children’s Safety Network, “Every year in the US, 3,572 people die from drowning. Nine hundred and forty-five of them are children. Children account for one out of four drowning deaths.” Water safety is especially important on busy lakes. There are a number of measures that can be taken to prevent boating tragedies.

  • Regulations: Stricter regulations can help act as a deterrent to people operating their boats recklessly in public locations.
  • Enforcement: Regulations are meaningless unless law-enforcement officials can properly enforce those regulations through action.
  • Safety Vests: Wearing a properly fitting life vest can dramatically decrease the chance that a child or adult will drown following any boating accident.
  • Maintenance: Boats are complex pieces of machinery like vehicles. They need to be properly maintained to function safely.

Depending on the facts of any case, there could be numerous sources of liability for any boat accident. Boat rental services in Georgia have a legal obligation to protect customers from reasonably foreseeable sources of harm. This includes protecting them from dangerous equipment likely to lead to any accident. To that end, boat rental services must conduct periodic inspections and perform maintenance on all of their vessels. If one portion of a boat was damaged and the incoming water caused it to capsize, that could form the basis of a negligence claim.

The company that manufactured a boat could also be liable for a boat accident. Companies have a legal obligation to create products that are reasonably safe. In the United States, the manufacturer of a boat could be liable for an accident if that boat had design, manufacturing, or marketing defects. A pontoon boat may have been unreasonably dangerous if it lacked stability mechanisms that prevented it from capsizing. It is important that evidence be properly preserved after any boat accident.

  • The boat involved in the accident should be inspected and preserved as evidence.
  • The police report of the incident should be collected.
  • Maintenance records of the boat involved should be reviewed.
  • Medical records related to the incident should be requested.

The vast majority of boat accidents are preventable. They tend to involve boat operators who are speeding or otherwise not following right-of-way rules. However, it is also possible that a boat accident was caused by a defective or improperly maintained boat. Victims of boat accidents are protected by a number of laws in the United States. In particular, the family of any person who died in a boat accident is able to seek some measure of accountability through a wrongful death claim.
